A Multnomah County Grand Jury has indicted Terry Lavell Haynes, 40, on murder and manslaughter charges in the death of a northeast Portland resident 17 years ago.

Portland Cold Case detectives arrested Haynes on May 17 for the death of Raymond Lee Johnson, 62, whose body was found on May 8, 1994 in his home on Northeast Skidmore Street.

Authorities said the arrest was the result of an ongoing partnership with the Portland Police Bureau’s Cold Case Homicide Unit, the Oregon State Police Crime Laboratory, the Multnomah County District Attorney’s Office and the Police Bureau’s Forensic Evidence Division.

Cold Case detectives thanked everyone who helped in this investigation. The victim’s family expressed relief and thanks for bringing them closure in the case.
